Oceanport Plans For Future Floods

But officials hope some key updates will help stem the tides that seep into borough roads.During the April 6 workshop meeting, Mayor John “Jay” Coffey noted that flooding is a problem the borough needs to deal with. Torrential rains the day of the meeting had inundated streets across the borough, and concerned residents flooded the email inboxes of Coffey and some councilmembers with photos showing the scope of the problem.“It’s different now than it was several years ago,” Coffey said, noting that the flooding was getting worse and happening more often. “Flooding across all of Oceanport is a problem. This is what we’re facing as a town. There’s a way to ameliorate some of the problems, but it costs money.”While introducing a 2017 municipal budget proposing a small tax increase for borough residents, the Oceanport mayor and council outlined long-term plans to address the flooding that plagues the borough. Part of that strategy involves the installation of check valves to prevent river water from flooding into roads through the sewers and drains during storm surges or high tides. Those would be installed in 36 storm drain outfalls across the borough, an expensive but necessary update that the borough hopes to fund with bonds and grants in the long term.Check valves will not eliminate flooding completely, but Coffey says they will go a long way toward reducing much of the street flooding that has happened with more frequency each year.“We have 14 or 15 blocks in our town that have flooding issues,” Coffey told The Two River Times. “What used to be in connection with severe weather events is now becoming more commonplace during minor weather events and high tides.”As another approach, Coffey said Oceanport plans to purchase Jet-Vac trucks capable of clearing debris from drains and pipes. That equipment, and the cost of purchasing it, will be shared with Shrewsbury.Flooding has become a pervasive problem for Oceanport, Coffey said, and it is no longer one the borough can put off or ignore. Instead, infrastructure updates like check valves must be planned and budgeted for.“I’ve watched how kicking the can down the road can cause some serious problems,” he said. “People don’t see these check valves or notice when it’s not flooding. But ultimately I think people will want this. It is something that has to be done.”Check valves are part of Oceanport’s three-year plan and its 2017 budget, which calls for a small increase over last year, where an average home assessed at $448,522 would see an increase of $93.67. Anti-corruption hotline makes its mark

first_img4 September 2013The South African government has recovered R330-million following tip-offs received via the National Anti-Corruption Hotline since its establishment in September 2004, President Jacob Zuma said on Tuesday.Over the same period, 17 110 cases of alleged corruption have been generated and a total of 2 638 officials found guilty of misconduct relating to corruption, Zuma said during a meeting with editors, bureau chiefs and political editors in Pretoria.A total of 491 officials had been suspended and 1 600 dismissed from the Public Service, he said, while about 256 officials had been fined three months’ salary, 31 officials had been demoted, 541 officials had been given final written warnings, and 210 officials had been prosecuted.The hotline, which is run by the Public Service Commission, enables South Africans to report anonymously on corrupt activities by public officials by calling 0800 701 701 toll-free. “We sincerely thank the public for this contribution to promoting clean governance,” Zuma said.Zuma noted that public servants now had to go through a vetting process before being appointed.He said the government has also established a multi-agency working group to investigate supply chain management practices, as well as an anti-corruption task team within the Justice, Crime Prevention and Security cluster in order to fast-track high-priority and high-profile corruption cases.This team comprises the heads of the National Treasury, the Directorate Priority Crime Investigation (the Hawks), the Special Investigation Unit, the National Director of Public Prosecutions, and representatives of the Financial Intelligence Centre, the NPA’s Special Commercial Crimes Unit, the Asset Forfeiture Unit and the SA Revenue Service.While the government and the media differed on a number of issues, Zuma said both had a responsibility to strengthen and deepen democracy and to make South Africa a prosperous society with improved living standards for all.“Freedom of expression is one of the key achievements of our young democracy, the freedom to disagree and to be free to express that disagreement,” Zuma said.“At the same time, we believe the media has a responsibility as well in a young democracy and a developing country like ours, to promote hope, nation building, development and unity.“We appreciate the role that the media is playing in our country already in this regard,” Zuma said, singling out Lead SA, founded by Primedia Broadcasting and supported by the Independent Group of Newspapers, as an example of such initiatives.Source: SAnews.gov.zalast_img read more

first_imgShare Facebook Twitter Google + LinkedIn Pinterest The first photographic evidence of a black bear sow with cubs in Ohio was recorded in Ashtabula County last month, cell phone footage featuring a mother black bear crossing a roadway with at least two cubs taken by Colleen Porfillio and her daughter Jenna as they were driving down a rural road.“This is the confirmation we needed to help ensure our suspicions were on-point,” said Scott Peters, wildlife management supervisor for northeast Ohio. “Black bear sightings in northeast Ohio counties are not all that uncommon anymore, especially sightings of young males looking to establish territories during warmer months.”Wildlife biologists have logged some reported sightings of females with cubs previously, but support data such as high-quality pictures or video of a sow with cubs clearly in Ohio has been lacking until now.“Whether or not the sow gave birth to the cubs here in Ohio we’ll never know since the sighting was only a few miles from the Pennsylvania border. Nevertheless, it’s exciting to know they’re spending time in the Buckeye State,” Peters said.The cubs will stay with the sow just over one year and then they will disperse to find their own territories. Folks who spot a black bear in northeast Ohio should contact Wildlife District Three at (330) 644-2293 or email [email protected] to report the sighting, with as much detail as possible including location, date, time, and bear activity. Reports of recent/current activity are most helpful to the state agency, and sightings more than a few days old are not necessary to report.The Ohio Division of Wildlife began keeping records of black bear observations in 1993, and since that time, bears have been confirmed in over half of Ohio’s 88 counties, mostly in northeast and southern Ohio. Historically, black bears roamed the Buckeye State, but unregulated hunting and habitat loss rendered bears extirpated from Ohio by 1850. Ohio is again home to a small but growing population of black bears, with a resident population estimated to be anywhere from 50 to 100 individual bears. Livestock manure is an option for replenishing soil nutrients in hay fields

A ton of alfalfa removes approximately 13 pounds of phosphorus (as P2O5) and 50 pounds of potash (as K2O). According to the National Agricultural Statistics Service, Ohio harvested 2.6 tons per acre of alfalfa in 2016.Many hay fields are not pure alfalfa. The acidic soils of the southern and eastern parts of the state make it difficult to maintain an alfalfa or clover stand so a mixed stand of grass and alfalfa/clover is common. Stands in older fields are often just mostly grass. A grass hay crop will remove just as many nutrients per ton as an alfalfa crop. The big difference is that the annual yields from grass hay fields are usually about 1.3 tons per acre lower than alfalfa fields.Livestock manure can be used as a fertilizer source to replace nutrients removed through hay harvest. Pen pack beef manure will contain approximately 7.9 pounds of nitrogen (mostly in the organic form), 4.4 pounds of phosphorus (P2O5) and 6.6 pounds of potash (K20) per ton according to OSU Extension bulletin 604. Note that these are older book values and your actual farm manure nutrient levels can vary depending upon the animal’s ration, the amount and type of bedding material used and how manure is stored and handled. The recommendation is to sample and test manure at least on a yearly basis. This will provide a more reliable indication of the actual nutrient content of the manure on your farm. For more information about how and when to sample manure, Penn State Extension has a good publication available on-line at http://extension.psu.edu/plants/nutrient-management/educational/manure-storage-and-handling/manure-sampling-for-nutrient-management-planning.Let’s assume a livestock producer wants to use pen pack beef manure to replenish the nutrients in a hay field where he harvested three tons per acre of hay. Since alfalfa and grass hay both remove similar amounts of nutrients per ton, we can assume the three tons of hay removed per acre contained 39 pounds of P2O5 and 150 pounds of K2O. If pen pack beef manure was used to replenish these nutrients, 8.8 tons per acre would be sufficient to replace the phosphorus. However, a rate of 22.7 tons per acre would be needed to replace the potash. The 22.7-ton per acre manure application rate would result in almost 100 pounds of P2O5 being applied per acre, far more than was removed in the three tons of hay.A farmer would need to be cautious about using this practice repeatedly and growing the soil phosphorus level. It takes about 20 pounds of phosphorus applied to a field to raise the soil test level one pound per acre or two parts per million. So if the soil test level is low, the additional phosphorus from the manure would not raise the soil phosphorus level much in a single year.The key to using livestock manure to replace the nutrients removed through hay harvest is to get even distribution of the manure across the entire field. Having mowed hay fields as a teenager, where bedded pack manure was applied, I would strongly urge an even distribution pattern across the field. Avoid large clumps that will plug the mower or interfere with regrowth.If you are unsure how many tons per acre your solid manure spreader applies there is a simple way to make a determination. Make a heavy plastic piece that is 56 inches by 56 inches. Fasten it to the ground with weights on the corners and apply manure across the plastic. Fold up the plastic and weigh the manure captured. Many people use a bathroom scales for this. One pound of manure captured on the plastic is equivalent to one ton of manure applied per acre. Thus, if you captured 10 pounds of manure the application rate was 10 tons per acre.It is common for county extension offices to have farmers ask, “Can manure be applied between cuttings”? The answer is “yes.” Farmers commonly use liquid swine and liquid dairy manure between cuttings to replace soil nutrients and “boost” regrowth of the forage crop in northwest Ohio. There is the potential to damage the crowns of the forage plants but most farmers seem to like the results of the manure application. Solid manure could also be applied between cuttings instead of waiting until fall to apply the manure. The manure application should take place as some as the hay is baled.Liquid beef manure is also being used to replace nutrients in hay fields. Liquid beef manure we have sampled has contained 40 pounds nitrogen (about half in the organic form and half in the ammonium form), 35 pounds of phosphorus (P2O5) and 30 pounds of potash (K20) per 1,000 gallons of product. Applied with a drag hose, this can be an excellent fertilizer for a forage.A final cautionary note regarding manure application to forage fields: If manure is coming from a herd with animals infected by Johne’s disease, that disease can be transmitted by manure to healthy cattle. According to a publication from the US Dairy Forage Research Center at Madison Wisconsin and authored by Michael Russelle and Bill Jokela, the Johne’s bacterium can survive on hay. Therefore, those authors’ recommendation is that in herds with Johne’s, manure should not be applied as a topdressing on fields that will be harvested as dry hay.last_img read more
